Economic Impacts of the F-gas Regulation of the European Union (2006-2007)

For the Ministry of Environment and Water Management, MAKK has carried out the economic impact assessment of the F-gas Regulation (842/2006/EC) of the European Union. HFC gases intended to replace ozone depleting gases (CFCs and HCFCs) are GHGs and are under the effect of the Kyoto Protocol, therefore measures are needed to constrain their use and emissions.

For the Japanese Government, as a subcontractor of Vertis Ltd, we assessed the technical and market potential for Green Investment Schemes in Slovakia, the Czech Republic, Poland, Romania and Bulgaria. Green Investment Schemes are financial constructions, which earmark revenues from Assigned Amount (AAU) sales under Kyoto for greenhouse gas reduction or other environmental investments.

As the subcontractor of ERM, an international environmental consultancy, for the Ministry of Environment, MAKK reviewed the preparation methodology and process of the inventory of a number of important sectors (including power and heat generation, iron and steel, transport, waste management), and elaborated recommendations so as to improve these, as well as the overall national inventory.
